The fuel pump (s) stop when the car is switched off. If they continue to run then you have a switch problem. With the car switched off, any noise from the gas tank filler area is likely due to a bad seal on the gas cap. The fuel system is pressurized under normal conditions. Notice how air escapes when you remove the cap each time you fuel up.
