There are a lot of smaller agencies that are out of the public eye. Which is bad for them. If sequestration happens and there is public unrest, things may be "rolled back", obviously starting with those in the public eye...
I am a contractor that provides service to one of those agencies - I think we're going to get completely screwed, while others will get off free.

IOW, if politicians want to make sequestration painful to the public, they can and will. Unless the media show outrage, then this stupid method works.
