Many, many antibiotic-resistant originate in SE Asia. Strongest evidence is that people take antibiotics as prophylaxis which is a tool for natural selection for disease resistance.
Most western countries have a gatekeeper which, even if lax, is better than OTC demand-based dispensing of antibiotics.
This probably doesn't come as a surprise to most of you but I am generally unsympathetic to gov/bureaucratic controls. But to me, there is a fundamental role of gov in sanitation and disease control. Antibiotics fall under the latter.
