The math won't work. A California Highway Patrol officer earns over $90,000 as starting pay and your scenario would add MILLIONS of dollars to the California state budget, that finally has gotten balanced, by the Governor, - and how many Prosecutors are there, you think, in California's 58 Counties that need or will clamor for, this kind of protection?
