I heard this theory about 40 years ago. It goes like this....

In order to be a Racist you have to be able to back it up. (OK, I can see that. I know three racists and they are proud of it. All three are White, and all three are willing to be a racists at all times.)

In order to back it up you must have power. (This is where it falls apart. None of these three guys has any real power in any sense I can think of unless it is over their own thoughts.)

If they could they would not hire any one except a white person. But none of them have the power to hire, fire, turn out into the cold, etc..... anyone. So they just hate blacks for the sheer fun of it, I guess. None of them voted for Obama and all are happy to admit it is because he is black, so I guess that is some small bit of power. I know it makes them happy to tell people this.

Dr. King threw cold water on this when he simply stated that only you can make yourself feel inferior to anyone.

But back to 'the statement', which is just silly. I have known a few Blacks that hated White people for no other reason than they are White, and none of them had any power over anyone, either, but they were still happy to tell you they were Racists and made no apologies for it.
