My initial thoughts were either some Al Quaeda affiliated islamonutjob group. Quote possibly domestic in origin. Alternatively some kind of right wing nut job outfit like McVeigh though the target seems more like it's the former than the latter to me. Of course the third possibility is some completely different brand of nut/nuts.
