Assuming the car is absolutely perfect, 12K is still way too much, IMHO. Given the low mileage, the chances are good that it's a very clean car. I'd be willing to pay a premium due to the low mileage, but 12K is still off the charts.

As far as the harmonic balancer campaign, I'm betting it's been done already. It's highly unlikely that a defective balancer would have lasted this long. Also, previous post's have mentioned the radiator and balance shaft issues. The faulty Valeo radiators weren't an issue with the 210's, and the dreaded balance shaft affected the M272 engines, not the M112.
