If it is true the russian intelligence services passed a warning about the older brother along he should have been deported. I hope that report was false in the news but if it was not there again are more serious questions.
For example if the russians reported he was in training at any facility of a subversive nature or only frequented known al quada type people while there. Or even if he was reported as openly bragging about what he might do.
I have a feeling someone from an internal agency might have dropped the ball. If they did approach him over the matter and to me that indicated they were not tracking him well to establish his connections etc if any. They missed the run up to this bombing as well it seems. I wonder if the russian intelligence service is having any thoughs now. All this area probably falls under the national security umbrella so there probably wil be little if any mention of it.
What was mentioned about co operation between countries was probably wrong if true to release to the news media .

Besides the Russian info given to the FBI, local enforcement knew someone was testing home made bombs.
