Radiator is plugged up, thats why viscous fan dosent operate , to confirm drive at steady speed with fan shroud removed so yo can pull over , quickly shut engine off and feel for cold spots on radiator, or buy cheep infrared temp gauge and do the same and check radiator , it should be evenly hot, any cold spots provided you have a good thermostat means new radiator time
