^Brake pads were not touched so yes.

Just tried to bend the shield out of the way and that didn't really help at all. I also swapped to the old rotor and have the same problem.

No vibration under braking.
Seems to happen after half a turn of the steering wheel.
No sign of rubbing anywhere on anything.

I inspected the pads and they look fine, nothing lodged in them or anything. I think I'm going to order a new set of pads and front brake lines this week anyway, so I don't know if either of those will solve it.

Most definitely sounds like a rotor scraping though.
