Looking at the diagram, it would seem like it would have to be the combination switch itself.

Fuses involved are 8, 13, 14, 15, 16. After that the signal goes through the exterior light monitor N7. But the signal to the high beam indicator is direct, does not go through N7. So if the high beam indicator is staying on, the combination switch would be more suspect to me than N7.

N7 is located in the back area of the fusebox, Position "K" they call it which I think is closest to the drivers side fender. You could try pulling it and seeing if the dash light goes off but I think you find it won't. I could give you some socket assignments if you want to try jumpering some sockets as a test.

Sorry about being so vague to start with, just needed some basic info, hate jumping to conclusions on what's going on.
