If the 1997 EGR must see flow (my 1996 does not) you can re-plumb the input to the air filter box or you can install a small filter (lawn mower, motorcycle, etc.) at the input. There will be airflow to keep the electronics happy but it will be clean air rather than exhaust.

Once that is done, remove and clean the intake manifold and associated plumbing of all accumulated carbon.
