It's all part of North American culture. Breasts have been objectified for so long I'm not sure they will ever be undone.

It's completely legal for women to go topless in Canada even though you rarely see it. Even the news stations will blur them out like it's something distasteful or vulgar, and in many ways we are a lot less uptight about things like that here so it's just the way it is I guess.
