Ktang,

Turn on the light above the rear view mirror. Then turn key to the position where the glow plugs (GP) are supposed to work. The light should dim noticeably.

If the light doesn't dim the GP are not working.

If the GP seem to be working, does the engine have a working block heater? If it does, plug in the block heater for an hour or 2 and then try starting the engine.

If it starts after using the block heater, cold is your problem. Some Diesels just don't like to start in cold weather.
