Torque converter

I am replacing the transmission in my car with engine still in. When I put the trans in I can only push it to about 1/4 (about 1 cm) from the engine housing, then it won't budge. I tried to ever so slightly tighten some of the bolts to see if it will inch forward, and it doesn't, so I stopped as I don't want to damage the front pump.

Should the T/C be all the way in the bell housing so that the two sides mate flush with together, then install bolts? If so, then what is the trick to getting the T/C in all the way. I've put it in, got to "clunks" while turning it and I can spin it as many times as I like and it doesn't seem to make a difference on how far it goes in.

That's all I have to do and bolt it up, adjust the modulator and I get my car back. Any other words of wisdom would be appreciated as well. Thanks
