IPS panels have come down in price if you want something where the color doesn't shift depending on the angle you view it at (common problem on older style LCD panels). You should be able to get a 23" IPS 1080P display for 150-170 bucks. Also keep in mind a lot of monitors have gone glossy, which is nice as long as you dont have light shining directly on the monitor. Otherwise, annoying glare.
As much as i hate shopping at best buy, they have the best selection of higher quality monitors. Staples and OfficeDepot are still selling older TN panels. Which I wouldn't pay more than 50 bucks for.
