I do get 12 volts on pin 1. And a start signal on pin 2. During one of my tried the relay did click and I can take the connector on and off and hear it click on and off. I am having the exact same problem as you in my 85. Maybe not as bad and it hasn't bugged me enough to do something about it. I cleaned the connector contacts and it hasn't helped any.

I would suggest in your next step of troubleshooting, to rig up two light bulbs at the relay connectors and observe their behaviours. 1 light bulb to ignition signal, the other to the glow plugs. You have three bulbs to observe including the one in the cluster. It will tell you what's going on.
