So wait ... you come up with a better way of doing something wrong to make a bunch of incompetents feel more comfortable, instead of just stopping doing the wrong thing? It doesn't save money, it isn't fairly applied, it doesn't deter crime, and it sure doesn't bring back the victims. What's the point other than to say that they're doing something?

(Besides, I thought that most states brought in an "expert" to do the actual dirty work -- I remember reading about an electrician that lived in Brooklyn in the 1940s, and would take a trip upstate or to a neighboring state once every week or two, not telling anyone where he was going.)
