im guessing he unplugged them to test. if he has a good scanner, he should be able to read through the computer to see what they are doing. do you run fuel treatments often? i did o2 sensors in my grandmas corolla about 15k ago.

the guy at her local autozone convinced her to buy a ton of lucas fuel treatment. she had been using it every fill up, up until it killed her upstream sensor. luckily the sensor was still under warranty.

i would get a second opinion. sounds like he may be trying to get out of warranty work.
