Swap the position of the Vacuum Lines on the Vacuum Valve on the Steering Colum and see if that works. The positions of the Hoses makes a difference.

On Vacuum Line is Brown the other is Brown with a Stripe but I cannot remember the order they go in.

Added: The Brown Line with the Blue Stripe goes on the Bottom Nipple on the Vacuum Valve.
