Well not exactly. In CA Cats; even Pet ones are considered free roaming Animals and their Owners are not required/responsible to keep the chained up and you would need a well made Cage to hold and just about no normal residential Fence will contain a healthy Cat.
Part of that is because unlike Dogs Cats don't attack Folks.

So if you own a Cat or Cats and you do not keep them entirely inside the House all of their life you have that daily experience of knowing that you might never see it or them again.

The only problem with hitting a Cat and facing the Owner is that a lot more People dislike Cats than Dogs so the Owner might be thinking that someone ran over their Cat on purpose.
Also People in general are more likely to avoid hitting a Dog because Dogs seem more like one of the Family than Cats do because Dogs interact more and better with People more than Cats do.
