That is just a chance you need to take. Not to mention a Gang might throw Me under the Bus right now; something like that would be more common if everyone was bad.
If everyone was bad it would be like being in a Prison.
And, individual cannot effectively protect His or Herself; but unlike in a Prison there would be no Guard that might save You from an attack.
The daily situation when you walk out the Door is the answer. If everyone was bad there would be no Law; I mean Zero Law.
You would only have Your Gangs Rules/Law to go buy.
It would be Jungle Time; kill or be killed; eat or be eaten.
