As long as the means, motive and opportunity are NOT present, sure. Soon as the right prompting comes along, well..... An individual cannot adequately protect themselves so they ganged up and make certain agreements to ensure their own safety. Much like a gang.
We DO already have gang laws and rules. We make up rules for effective functioning much like a gang would make up their rules, ceremonies, etc, etc otherwise they too would not be able to function.
It is already that way. We are forming a gang as surely as the one you speak of except we are a weaker bunch of individuals that need to huddle together. Society is a gang in itself with their own rules.
