We DO already have gang laws and rules. We make up rules for effective functioning much like a gang would make up their rules, ceremonies, etc, etc otherwise they too would not be able to function.

It is already that way. We are forming a gang as surely as the one you speak of except we are a weaker bunch of individuals that need to huddle together. Society is a gang in itself with their own rules.
