Whut?

I'm kind of surprised that towing two trailers is legal in some states (with several caveats).

I wonder what state that was in? Might have been legal if he was towing the fifth wheel with the pickup and towed a U-Haul cargo trailer behind that. Or maybe the pickup blew and engine?
