Not sure if it is on the '83 SEL's, but on the 560SEL there is a heated bladder and pad that is positioned under the glass at the point where the wipers rest. It can only be seen with the glass out. The function is to prevent the wipers from freezing and sticking to the glass, presumably while driving in snow and ice. It wouldn't help on a cold morning start-up until the car was warmed as engine coolant is circulated through the bladder.
