You could have a few things going on here.

With the engine running, check the fuel shut off actuator with a Mity-Vac to see if it will shut down the engine.
It could have a ruptured Diaphram, if so, you will see oil come up the vac tube. Use clear tubing, so you don`t get oil into the mity-vac. or suck on the tubing will also work.

Is the rod on the back side of the IP adjusted correctly. when you push on the shut off lever, it may not be pulling the rod up far enough to shut off the fuel.

Did the old engine shut off ok, and is a problem with this new engine?
