On my car(s) that is a bleed vent, so unless that is a short piece of plastic vacuum line stuck in there, your lines are hooked up incorrectly.

The line you see on the side runs to a small fuel filter (used as a small air filter in this case) and then it is ran in the car with a hard plastic line that is open to the atmosphere.
