You would need to drive with the Exhaust disconnected before it or tap into the pipe in front of it and hook up something to measure the Exhaust Gass Pressure.

Try pulling the Vacuum Shutoff/Servo Tubing/Line off and plugging it. If that fixes the problem something is causing the Crankcase pressure to build up and the Crankcase pressure is pusing the Vacuum Shutoff into the Shutoff position.

Although I don't see the symptoms matching this; maybe there is an issue with the Fuel Pressure Relief/Overflow Valve not holding pressure; or simply not enough Fuel pressure.
