You have a Vacuum Valve/Servo/Solenoid on your Fuel Injection Pump that connects to another Vacuum Valve on your Steering Colum Lock that is actuated by your Key; and, that Valve intern is eventually connected to your main Vacuum Line.
Turning the Key off connects the Vacuum and the Vacuum Pulls on the Diaphragm inside of the Vacuum Valve/Servo/Solenoid and pulls the Rack inside of the Fuel Injection Pump into the shutoff position.
There is a Diaphragm inside of the Vacuum Valve/Servo/Solenoid that faces the inside of the Fuel Injection Pump. The inside of the Fuel Injection Pump is exposed to the Crancase Pressure.
If your Crankcase Breather System is parially obstructed or you have some condition that creates a lot of Crankcase pressure that Pressure pushes the Diaphragm of the Vacuum Valve/Servo/Solenoid intothe Shutoff position.
I don't know if that also pulls on the Manual Shutoff Lever or not but if you are driving the Car you are not going to see the Manual Shutoff Lever Moving if it is moving.
Crankcase pressure is somewhat the same as Blow-by except that Blow-by has the Oil Vapor and is not just puressure.
On the earlier Models the Vacuum Valve/Servo/Solenoid has a Brown or Brown with a stripe Vacuum Tubing connected to it. But I don't know if the same color code is used on your year and model.
