If your plugs are carbon fouled or black then you're running too rich.
The smell would indicate rich mixture due to high HC and CO levels.
Lean mix plugs would read white to blistering as lean mix creates heat and possible detonation.
If they are black then either fuel mix should be adjusted or ignition timing checked.
Have you checked your MAF?
If it is sending a signal to the ECU that it is not seeing enough air it will tend to limit RPM.
You also want to check the vehicle speed signal to the ECU.
It originates from the ABS or ABS/ASR control module.
Signal problem would limit RPM.
