The DA is charged with following the law, but has plenty of discretion as to which cases he feels are worth prosecuting, and various factors, such as likelihood to obtain a jury conviction, public policy considerations, time and Departmental budgetary expense, admissibility of evidence, witness credibility, caseload, public opinion and other factors come into play.
As to the personal aspect, well ....bullying like that often occurs in cases where there are many bullies at the same time, and the victim is always alone, to get isolated/picked off, and can't fight off several, or more than one, at once with bare fists. No escape. Yah sure, he could dream about hosing down the lot of them with an AK-47 but that can't happen in the real world without consequences that would dog the vic forever.
Maybe not even in a George Zimmerman type of situation...
