Well, I remember a scene from a science fiction movie of about 40 years ago. The story was about H.G. Wells coming to seventies San Francisco in his time machine.

He rides with a lady in a car for the first time. After analyzing the controls, the traffic lights and so forth, he summarized. In his summary of the controls and indicators he summarized what the traffic lights meant; he indicated that the green meant go, the red meant stop and the yellow meant speed up.

I think that's the way most city drivers view it.
