It's an '84. The idle air dizzy is different from the ones I've seen too. I think 84 has a lot of year specific parts.

I'll take some pictures. I only see two springs. One that gives the linkage its "snap back" and another on the end of the throttle cable itself, which seems to hold tension. With the throttle cable adjusted all the way out like that, there's no tension. So that's not right.
