Idiots from states like Utah would balk at putting on chains to cross Donner Pass, then slide off the road into a ditch, so CA started strictly enforcing it. You stil see fools speeding in 4WD vehicles who think they are immune, but don't realize that all vehicles have "4 wheel braking", so they are no safer.
