The first thing to do is move each fuse within it's holder by rotating it with your finger. A problem like yours will often be solved when you find a fuse that binding to the touch or spins freely.

Take one (new) fuse of each color and do it trial and error. As you take one out and put the new one in it's place check the dash guages. I'm guessing it's a white fuse that controls these guages so that may narrow your investigation somewhat. It's also reasonable to believe that as you replace a fuse if nothing changes then the fuse is probably good and will work equally as well in the next slot.

It takes less than ten minutes to do this and help prevent future problems with fuses not making contact with their counterparts.
