A problem in the city near us (Lowell) and other places in the state as well is that, while MA has some pretty high requirements for insurance, NH requires no insurance... so a lot of folks for whom insurance is way too expensive register with fake addresses in NH instead. I went to driving school in Lowell, and there were several NH plates that were parked there for months on end. Occasionally, I'd say something to my instructor like, "Oh look, someone's visiting!", and she'd start grumbling about it

. She and her husband had been hit by an uninsured NH plate a few years back, I believe.
