You can not easily own a legal pistol up here in Canada either. If you do manage to get a permit for one the conditions are strict.

For example I have no criminal record other than stealing young womens hearts when younger. So I could probably obtain one if I joined a pistol target practicing club. Again though the restrictions on ownership are heavy. I suspect on any pistol permit application they run a pretty good background check on the applicant.
