What is this animal - 'subject stop'? Is this a probable cause issue? No suspected underlying crime, not investigating any reported event, just pull people aside and detain for questioning?
The cop and maybe everyone would still be alive if he just minded his own business. Sure, it is a good idea for the cop to be vigilant and observant, but where is the statutory basis to interrogate with out some specific underlying issue?
