So far (if I recall correctly) WPD claimed German stopped them, had them there 'stopped' then called for backup. After that their claim is they found him wounded. I don't think anybody is legally obligated to engage in a friendly chat with anybody, and choosing not to is no legal basis for a stop. And I claim there is no obligation for me, or anyone, to learn the 'local customs' of any community I might walk through to avoid loss of my constitutional protections. That kind of thing only flies if you voluntarily subjugate yourself to it, like religion. If he hadn't have stopped them all three would have witnessed the sun rise - baring any other new/unrelated incident.
