I don't think his search and seizure was unreasonable. You don't know what visual clues the officer had to go on. Based on what we know, I feel confident that the twit put out the "I am a head case" vibe pretty well when he spotted a police cruiser, this with a gun on him if not already in his hand.
In your world, there is no way police could spot a crime in progress and take steps to thwart it because they're supposed to wait until after it's happened. If the officer had somehow kept the youth covered until the weapon was given up, this could have been a far better outcome that what was on the table before officer German happened upon the scene.
What do you think they were doing on the street, armed, at 4 am?
Hard to imagine that the familes won't get the bodies of the deceased soon for burial. If there are multiple wounds on each death youth, presumably from a hail of police bullets, I think the story will fall apart soon enough.
