The exhaust pipe that exits the turbo is designed to flex and over time is prone to crack due to the vibes the engine produces. My exaust down pipe cracked like this and the turbo's whislte was very obvious...especially outside the car. I am not sure f this can adversely effect the turbo but it is annoying and that is my guess as to what your problem may be.
