I made it clear that it was proposed that experienced officers and senior NCOs could be on a duty roster such that when it is their turn, they would draw arms and ammo to be armed as they go about their on post business. If people would have been armed and scattered around the post there could have been armed soldiers in the vicinity of the guy, with the means to stop him before more people were hurt or killed. WHY is this difficult to understand?

The only time that all troops are armed WITH ammo is when issued same in a combat theater of operation.
