Fuse 12 on 124 is definitely the blower motor.
You should have a factory installed fuse holder, with a 30 A strip fuse, in parallel with #12 mounted on the shock tower. No fuse should be installed in #12 if the strip fuse is in place.
This was a factory mod that happened in the middle of the 87 model year
after VIN ...A292112 or ...F023505
Prior to that I believe there was a TSB to have that installed at the dealer. The standard fuse is really not up to the task, full blower current is 28 A.
Looks like you have a hack job there with the holder zip tied to the vacuum line.
