Sounds like a fault in the K40 if you only have 7 volts

Here is the MB test steps

The solenoid is powered from the K40, fuse 2 under the ECU cover. The red and green should have 12+ volts with the key on or running. The gray and brown is the control side where the ecu (me-sfi) provides the ground and turns the magnet on
