I actually used Eastwood's Heavy Duty Anti-Rust, not the internal frame coating. It is indicated for rocker panels, and I've used it for years now. I spray it with their conical nozzle. I didn't remove anything that was in the rocker panels aside from what I had to clean out to weld.
