Question: what, exactly is your definition of 'psychological issues'? And, in your sole opinion are their 'psychological issues' a result of having to deal with scumbags on a daily basis?
People are different and react differently to the same situation.
I think being put into a situation where every none Law Enforcement Person you meet when you answer a Call might harm you has to have a less then joyful effect on you that can only grow in time.

It also has to be terribly frustrating to deal with the same troublesome People over and over again especially when you think you finally got the off the Street and they get released.

That is somewhat like I saw in a movie based on the real War where the Soldiers repeatable have to assault the same Hill and take it and have to do that over and over again because they cannot prevent the Enemy from returning to the Hill. The Soldiers get sacrifice themselves but never get to win.

The above can indeed push People past some psychological Limit that Psychologist consider Normal.
