On a larger issue, they have a tough job and wearing a bullet proof body armor is testament to the risky nature of the job. It is entirely possible that being a career LEO is a formula for disaster for at least a percentage of them. If that’s true, the nature of a LEO career needs to change so that the likelihood of your run of the mill pig shooting someone out of rage or “accident” due to either damage to or just the nature of their so called emotional intelligence could be reduced, perhaps dramatically.
OTOH, we hear of so many mentally sick occurrences in Texas that I’m lead to believe the prolonged exposure to overwhelming amounts of petroleum related fumes has mentally altered a notable percentage of the state population. All the same, more frequent psychological testing of those who own and use firearms would help to identify this.

Actually it is typical of our Culture. Cities have been know to forgo installing Traffic Signals until some significant number of People are killed or maimed.
