cracked hose on firewall?

While trying to figure out why my main fuel filter is leaking from the top of the bolt, I noticed a cracked hose that is attached to the firewall. I've attached a photo....its right behind the oil filter...can anyone tell me what it is and for? And can I change it out myself easily?

Also, I've replaced my main fuel filter but have some fuel oozing from what seems like the top of the bolt. I've changed the copper gasket directly underneath the bolt, and the black o-ring. When I run the engine, there doesn't seem to be fuel oozing but when I shut the engine off is when a little fuel seems to ooze out at the very top....or thats where I think its coming from. Any suggestions?

I'm a lady and can do a little minor work so any replies, please be specific. Appreciate it... thanks!
