The cat that goes in and out is making the other cat crazy. If you'll ignore the cat that wants out all the time, it'll get used to staying in. If it begs to get out, it'll be brief. The bottom line is that you have to be the master of your animals, and letting them out puts them at risk health wise. I had a cat for 17 years. Inside cat only. Too many things could harm the cat outside, and she was happy and healthy inside. If you ever raise a cat inside, don't start letting it out. A non-street smart cat will perish rather quickly without basic training of the outside world.
Yes, all Cats are Fixed. Because they were Feral Cats I got them Fixed for Free and they also gave them some immunizations.
I lucked out with My Original Cat because someone abandon the Cat but it was already fixed when I found it living in My Truck.

If Cats aren't fixed they easily get Pregnant ever 6 Months if not sooner.
